Meridian 66

Passage to Venezuela

Market-Entry Advisory · San Juan · Caracas

Venezuela is reopening under OFAC general licenses. Entering the market or buying into it — a business, property, an operation — we take you in the right way: compliant, end to end. Operators on the ground, not analysts at a distance.

The Venezuela you think you know isn’t the real one.

Most of the world hasn’t seen it in twenty years.

The Real Venezuela

Here’s what you missed.

One country. The world forgot it has any of this — because for twenty years, it was shut off. The world stopped looking.

Earth’s largest proven oil reserves.

Larger than Saudi Arabia’s.

The hemisphere’s richest ground.

Gold, iron, bauxite — and world-class hydropower.

South America’s richest economy — once.

The bones remain.

Meridian66

Venezuela is open for business.

Most of the world doesn’t know the way in.

The Passage

The door is open. This is the way through.

Five steps, in order. Here’s what happens at each one.

Assess Opportunity & Risk

One question — should you enter? Your product or asset, the licenses, the counterparties, the payment path. Sometimes the answer is no.

You get: a written go/no-go, with the reasoning.

Design the Entry Blueprint

A yes becomes a plan — entity, channels, and sequence, worked through the complete compliance checklist, box by box. See the checklist →

You get: an entry blueprint your bank can read.

Walk the Ground

We go into the country with you — to sit face to face with the people your entry runs through. Every introduction screened before the handshake.
You get: partners you’ve met, on ground you’ve seen.

Execute the Entry

One team, one motion:

You get: a functioning operation in-country.

Operate in Compliance

We keep you defensible — reporting, renewals, license tracking.
You get: a license calendar with your obligations on it — and year three as clean as day one.

The step before step one.

Seriously exploring — not asking for an assessment, just working out whether Venezuela belongs on your agenda? That’s exactly what the intro call is for. Free, direct, no scope attached.

Markets

The markets. Straight answers.

What’s open, what’s contingent, and what you can do in each one — today.

Oil & Hydrocarbons

Earth’s largest proven reserves, coming back online. Open under license (GL 46C–52A) for trade and services. The majors’ game — our lane is everything around it.

Power & Grid

Open under license (GL 48B/49A). The primes’ deals are still MOU-stage — generation and transmission. Distribution and metering remain unclaimed, against theft losses near 40% of generation. Current engagements: a U.S. transformer manufacturer.

Financial Services & Payments

Money can move again — four named state banks reopened to U.S. financial services under license (GL 57). The payment rail everything else runs on. We structure and screen; we don’t bank.

Mining & Resources

World-class mineral ground, coming to market. Trade — gold included — is open under license (GL 51B/54A); extraction and joint ventures are not. We say which is which.

Construction & Materials

A country-scale rebuild — needing systems Venezuela doesn’t make. Lawful today where work attaches to a licensed energy project. Position now.

Business Acquisition

Operating businesses will change hands as the market reopens — the winners did diligence early. Private-to-private deals face no sanctions wall; negotiation is licensed (GL 56), closing requires its own authorization.

Real Estate

Extraordinary assets, no general license yet — so our work here is research and positioning only: identify, verify title, structure to close the day a license exists. No capital deployed. No investments offered. See what’s already in the pipeline just below — or ask on the call.

If someone tells you otherwise about any of these markets, ask them for the license number.

Licensing current as of August 2026 — general licenses may be amended or revoked at any time, restoring prior prohibitions.

The Pipeline

Inside the pipeline.

Current research items, anonymized here. Full briefs are shared on the call.

Three Ways to Engage

The Workshop

One intensive with your team: the route, the licenses, your specific map. You execute — with our playbook.

The Guided Entry

We take you into the country — to sit face to face with the people your entry runs through. Every introduction screened before the handshake.

The Full Suite

End to end: every box, every front, built and run by us — entry through licensed operation.

Already transacting with Venezuela?

The compliance retainer stands alone — your program audited, rebuilt, and run. Ask on the call. Every engagement starts the same way — the intro call. Scope comes after we understand what you’re entering with.

Our Team

We’ve already done this work.

Contracts closed in Venezuela through the formal channel. A multibillion-dollar grid rebuild’s procurement, run under federal compliance. Operators on both ends of the route — San Juan and Caracas.

The bench behind the principals

Direct experience in Venezuela our team has worked with

One line on the map ties Puerto Rico and Venezuela together.

The Meridian

The 66th meridian west passes through both San Juan and Caracas — a cartographic fact anyone can verify, and the line our work runs along.

The Jurisdiction

Puerto Rico is the hinge: U.S. jurisdiction sitting on Venezuela’s own meridian. Not just our address — the firm’s legal architecture.
